I understand parking charges etc can only be enforced in England and Wales. Does that mean anyone with a car registered in Scotland can simply park with impunity in England ? If my Scottish friend borrows my car and gets a parking ticket, I report him as being the driver and they will not pursue him ?

They will still pursue him but bailiffs cannot be used to recover a financial penalty against him in Scotland.
