Marstons Man wants me to pay £700 today! Please help me

Hello, can you advise me on what I can do please. On Friday I received a call from a Marstons bailiff, I was at work. He told me I owed £700 for two outstanding fines for turning right at a no right junction, he said the first fine was in June 2017 and the second was in November 2017.
I may have done this in June because the road signs were changed and the right turn was stopped but I don’t think I would have done this twice. Also I moved to a new address so am wondering if the fines were sent to my new address?
The bailiff said he was outside of house, I told him I have never received any fines or any letter from Matstons telling me about any of this. I asked what address he had and he was at my new address.
The bailiff told me he would not accept a payment plan and told me that I need to pay £578, yesterday and the rest today.
I ignored all of his calls yesterday and plan to do the same today. I don’t have the money to pay this large same at once.
I have a mobility car due to my daughter so know they can’t take my car but I am so worried and feel sick. I have an appointment on Wednesday with citizen advice but hoped you could also help me

You must make a section 14 statutory declaration and send it to court by RECORDED DELIVERY. If you send it by ordinary post, they will ignore it.

That will quash the conviction and put the bailiff to bed.

Adapt the template as needed. If you haven't paid then you dont need to ask for any money back.

The address is on the template.

It must be signed before a solicitor. Fee £5. Take photo ID with you. Then send it by RECORDED DELIVERY. Do not use ordinary post.

Thank you so much, will get that signed and posted tomorrow. Do I just ignore the bailiff calls now?

Are these court fines or pcns?

If it's a no-right and the sum demanded is £700/£578 then it's most probably s court fine.

Or it could be £385 in fees and £315 for 2 PCNs.

Let's see what kind of debt the bailiff is forcing.

If it's a 'no right turn' it's hardly going to be a criminal offence is it? I think the OP has just used the term 'fine' as a layman. Sounds like PE2 and PE3 are needed.

I have not received anything, all I know is what he told me and that it’s for outstanding fines for the no right turn. I don’t know if it’s from the court?

Contact the council where you performed the right turn.

Alternatively contact the bailiff, just don't put up with any of his nonsense. He can't force entry nor can he take the car. You have the upper hand here.
