Can the council issue an arrest warrant for council tax?

No.
They can only apply for a liability order. Regulation 34 of the Council Tax (Administration and Enforcement) Regulations 1992
The "summons" to appear before a magistrate to hear the application is just to get you into court to get you to acknowledge the debt and confirm your name and address. Its not a "warrant".
