CIVIL ENFORCEMENT LTD NEWBIE HELP NEEDED
Hi so I need some advice, I got letters from CEL saying I owed money on two PCNs from 2016(this was a fair few months ago) I panicked and went into payment plans on two them I since then changed my card as I lost my other one.. then I received two more so arranged payment plans for them as well. But didn’t update my details on the first twos payment plans, today without me even knowing I had missed payments on the first two(no letters to say I had breached payment ect) they have taken £228 pounds from my account. Surely this isn’t right and they should’ve sent me some letters first?? I cannot contact them only on an automated line to make payment or change my details. Thanks in advance (I know I shouldn’t of made any payments without seeking advice but it was just me panicking)
My bank has said they can’t raise a dispute against CEL and told me to raise a dispute through the courts. Formal letter gone off to CEL today yet I know it’ll fall on deaf ears. Do I keep paying them or not?

Unless a direct debit mandate I don't know how someone and draw money from someone else's bank account.
It might be something we haven't seen yet.
It looks like you have an action against the bank, or an action for a breach of the direct debit guarantee.
Try approaching the Financial Conduct Authority and show the the bank letter telling you to get court action.

It was classed as a CPA
Am I best of cancelling this or continuing to make payments? My banks cancelled it for the moment but if I give my authority again then I can reinstate it again

Scuse my ignorance, not a banking expert, but what is a CPA?
In our lingo a CPA is a Continuing Power of Attorney.

Yes that’s correct at first my bank wouldn’t cancel or block any payment, but now they’ve cancelled the CPA.
Am I best now writing a letter to CEL again or leaving it until they contact me

I think the best place for advice is to make a Stage 1 Formal Complaint to the bank and ask them to refund the money taken, or explain their reason for not doing so.
The open a case online with the Financial Conduct Authority.
Direct Debits is not my forte. I only used them for paying monthlies.
Id never trust a parking company with a direct debit authority. In fact, Ive never paid a private parking ticket. I just ignored them all and ignored the threatening letters and they came to nothing.
Ive paid statutory PCNs straight away or appealed them on an impropriety, but they cant be ignored unless you are privy to knowledge that enforcement is fallible.

What should I do re paying CEL. I’ve now cancelled the CPA so they can’t take any more money from my bank and if they do the bank refunds me it. But should I pay if they make contact or not

Do not contact the parking company, let them contact you.

You've done the right thing in cancelling the CPA, and as Zeke says await for them to contact you. However it has to be noted that if you don't pay this could end up as a CCJ if you don't take any further action, which may then lead to further costs. I don't want to scare you and but much rather keep you aware of what may happen.
You may be able to re-negotiate the repayment amount, offer one that is reasonable for you. You can send it with an income/outgoings sheet, there are free ones available on sites such as nationaldebtline, stepchange and the citizens advice, and always do it in writing. This way if they reject it and it they try to apply for it to be recovered through the courts, you can show you made an offer that is reasonable for yourself.
We aren't allowed to give debt advice as it is a regulated financial activity, so it may well be worth while having a chat with one of the above mentioned organisations if you have other debts as they can do a financial statement for you and they are regulated by the FCA.
