Hi,
I've received a PCN notice from Civil Enforcement Ltd while parking overnight in one of their carparks. The notice states that the car was parked between 21:17pm and 10:01am. It also states that the maximum free parking is 3 hours. I've looked online at the carpark's rules and it states that you only need a ticket between 08:00 and 18:00, between those times parking is free and there are no restrictions. In view of this, the car was only parked for 2 hours (and 1 minute) within the hours that payment is required, 59 minutes within the free parking allowance.
Should I appeal this charge and if I do and it takes longer that the 4 days left for paying the reduced fee, for them to make a decision and it is rejected will I have to pay the higher amount?

Definitely appeal it. Photograph the signage that states when the ticket is needed (do several images showing its location in the car-park too) and use their own document to validate your time in the car-park in the appeal. These are the rules they set and you must play by them - so should they!
