Hi,
Total £1172 debt. Paid to EA.
£637 Org. Dept 2x 115.50 + 2x 203.00. --- £535 Fees: 4 x 75 Compl. Fee + 1 x 235 Enforc. Fee.
EA came to my previous address to find new occupier.
New occupier kindly notified me, I picked up my the post and I paid full outstanding amount to EA.
Obviously didn't update my address V5C Logbook.
Why would I send an DART/MERSEYFLOW WS OOT (TE9/TE7) or (SD OOT)(PE2/PE3) Moving traffic to TEC if I cleared full amount?.
Which costs can I reimburse and on which grounds?.

You can still to a late appeal, then you do a fee recovery by applying for a detailed assessment under CPR 84.16 because the bailiff did not give a notice of enforcement which voids the fees under regulation 3 of the Taking Control of Goods (Fees) Regulations 2014.
If the council says the PCN's are "closed", or the late appeal is unsuccessful because the PCNs were paid and cannot be refunded, then make a claim against the council in the small claims track.
If you paid by card, consider a charge back.

If you paid by bank transfer, then consider contacting your bank and making an Automated Push Payment (APP) fraud claim. The bank can undo the money transfer.
