Enforcement turned up at house demanding £423 for a £35 fine

Hello,
Today an enforcement officer arrived at my door, I was out, so she spoke to my wife and left a number. I phoned her back, and she informed me I had an outstanding amount of £423 to pay for a wrong no left turn back in August 2019. I honestly had no knowledge of this incident, and can possibly prove this. Basically I moved from my pub which I managed in December 2019 to my home address which has always been rented out to tenants. I can only presume this paperwork was sent between August and December 2019. Anyway the enforcement officer was very unreasonable on the phone and was demanding money in full, I was very clear that I had not received any info, letters regarding this.
I offered to pay £200 on the 20th of January and the balance to pay 14 days later, she would not accept this. She kept banging on about an interim payment, which I clearly stated I did not have. I have now applied for an appeal statement, which is being emailed across to me. I am going to call the enforcement officer back to let her know. My concern is will she clamp my vehicle in the mean time as constantly threatened in our telephone call.
Any advice appreciated.

As for offering the £200 I would ask yourself if the original fine is £35 and you didnt know of it then why pay £200? Get the appeal in asap as you have received no paperwork as detailed in the first paragraph!

ask her to show you where in law it says this - lame excuse and I personally would report it if you have evidence.

A Notice of Enforcement is a statutory requirement.

It looks like a bailiff traced you and tried ambush enforcement.

As per the advice above, get the address on the warrant, it will be your previous address.

Do not offer any money. The bailiff knows he a cheating you of £310.
