I am having a debate with a friend on whether a bailiff requires a consumer credit licence to collect debts on behalf of the local authority?
I say NO he says YES

Not for a LA no, only if they are collecting debts under the CCA1974

Before 2014, bailiff companies were required to be licensed for debt collecting. Section 21 of the Consumer Credit Act 1974.
After 2014, bailiffs became regulated but the agencies still must be registered as a data controller.
