Rossendales
I have been trying to sort out PCN's with Rossendales, they take forever to reply to emails, have had 2 visits, but not answered. What can I do? How can I complain? Can I complain using the Council complaints procedure? Please advise.

There is no point contacting a bailiff company by email.
Let them contact you. If they are confrontational and turn up, then leave them waiting outside.
If you have made an appeal, Witness statement or a statutory declaration, the enforcement power is suspended under paragraph 8.1 of Practice Direction 75, and you can sue the council for breach of paragraph 8.1.

They lied saying I have a surplus of £1000 a month when i sent a statement saying otherwise. What do i do now??

What's the history of your debts?
Way too much is missing. You should of challenged these if there were grounds!

I have 3 pcns referred to them contested at TEC and were all rejected.

I'm not entirely sure what you want me to do.
Send some bovver boys round for some pleasant conversation, or bring them in front of the judge and pull their pants down.
For the latter, I need a cause of action, and it must be supported by evidence.

Well for a start they say I have £1000 surplus income to demand payment immediately. I already showed them that through income expenditure form I do not have a surplus

I am not familiar with the intricacies of how councils work out income and expenditure.
My expertise is in civil enforcement defence.
I've seen much worse, one government department refused to update someone's address because their new address was overseas. It left the new tenant receiving the previous tenant's mail and being returned DLO.
It's all down to stupidity, or a civil servant not wanting to accept a person has moved even when copious evidence of her new address is provided.
I only got the liability written off because the Interpretation Act 1978, section 7 sets the rules on whether a document given by post is served on the recipient.
If they think you have surplus income, then do a change of circumstances.
