Hi all
I had Ross and Robert's come to my door for a PCN I had contested and had it rejected. Out of the blue.
Wrote to the CEO who escalated but the Council refused to take back the PCN from the bailiffs. They said they would contact me direct.
A company advise me to take out a Debt Relief Order to stop all enforcement. It will cost me £90.
Is there anything else I can do?

A debt relief order is an extreme way to deal with a PCN. if you have other significant debts which you cannot pay, then it might be beneficial.
Unlike other bailiff-enforceable debts, there is no relief from enforcement. If you don't have the means to pay then it cannot be recovered. You must protect your car, because bailiffs always target them.

I have other debts. Hence the recommendation.

Once a DRO takes over a debt in the hands of bailiffs, the enforcement power ends.

Torbay Council said the baillifs would contact me about a possible payment plan. Instead they sent a letter just declaring what the debt was. How do I proceed now?

Your options are to pay it, dispute it or DRO it.
