It's probably staged to fit up a bailiff to sell on a YouTube channel. Bailiffs call the police but in this occasion it's a minibus with a blue badge. Clamping it would be toxic.
More often in London, the bailiff is parked without a residents permit, keep the bailiff talking until his van gets a PCN.
I've seen videos showing a bailiffs van being moved using a forklift because it was blocking warehouse doors and a farm tractor being parked leaving a van blocked in. Bailiffs training manuals say never to drive through automatic gates, the will close behind them. Last year a bailiff parked out and walked in through automatic gates but CCTV showed the hapless bailiff climbing over a wall to get out of the wall-enclosed property.
