I have had the great discomfort of Marston Holdings this morning asking for a PCN to be settled.
A bit of back story:
I had received a parking ticket in December 2017. I had promptly challenged the PCN as the ticket machine was completely sealed and there was no means of paying! (See here : https://imgur.com/a/mS1Fa63). I had been waiting and I have not heard anything back from LBHF. No news if the challenge was rejected. No notice to owner.
Fast forward to today and I have had Marson Holdings wake me up at 6AM asking for a payment of £514! I have now paid that and contacted the council as I didn't receive any letters from them. They have advised to fill out an OOT? form and wait to hear back.
Does anyone know what I should do in this situation?

Here is how to make an Out of Time Appeal
If it is rejected because you have paid the PCN then do a recovery in the small claims court on the grounds you gave above and the enforcement is noncompliant because it is in breach of paragraph 7.1 of Schedule 12 of the Tribunals Courts and Enforcement Act 2007 as you were not given a Notice of Enforcement.
