At least she accepts she is wrong.My take on the comment (which may be wrong) is that the contractual payments that HMCTS will be required to pay to the four enforcement contractors under this contract are estimated to be £45m less over a 5 year period than under the previous contracts (which were initially agreed in 2006 and have been subject to a number of extensions).

The bailiff companies doing court fines do not receive public money. It's all private money because the Government wanted to offload the risk of the enforcement away from the taxpayer even if the recovery of fines are unsuccessful. When the contract ends, its the private investors that lose. HMCTS has never given any public money to Marston.
This was revealed in the case of JBW vs MOJ [2012] EWCA Civ 8. Lord Elias judgment para. 38, 47 et-al, and the bailiff company receive no public money for doing the work - para 46.
