It seems that these programs are really just a means to generate business for DCBL rather than a real documentary or reality TV show, so on that premise, should the debtors be paid an appearance fee and ongoing royalties?

Brinkworth Films argued exemption from the data protection Act because the material is journalism. The test failed because they (apparently) approached Channel 5 telling them it is entertainment.

The program features an extremely high proportion of foreign people with poor English, maybe they are chosen for that same reason, i.e. their lack of knowledge of English law. Also the bailiffs invariably manage to be allowed in, even into residential premises, giving the impression that the MUST be allowed in, even when no mention of breaking in is made, as that would be misleading since they are enforcing civil debts. Showing evictions as well makes it even more confusing for the average brain challenged punter, as in those cases, they are allowed to force entry. Not to mention the utter humiliation of being shown on TV battling the bailiffs and your CCJs being broadcast to the world. Furthermore, recorded programs can be shown at any time. We still have shows from the '70s and '80s on TV. Imagine if, one day, one of those people who are struggling today manages to get a good job, become well-known in business, marries "Mr Right", etc. and, next thing you know, a re-run featuring the person in question fighting the bullies appears on TV... DISGRACEFUL!

For instance did you know that Philip Gardiner of TV’s Can’t Pay? in August 2014 pleaded guilty at Norwich Magistrates' Court to a charge of possessing an extreme pornographic video depicting a sex act with an animal. He filmed a dog being made to perform a sex act on him.

Brian O’Shaughnessy of TV’s Can’t Pay? We’ll Take it Away! was the best friend of Milly Dowler murderer Levi Bellfield. The pair were known to be 'thick as thieves' for five or six years
Brian O’Shaughnessy, was also once quizzed over a joint sex allegation with the serial killer.

Delroy Anglin was found guilty at crown court of possessing class B substances and dumped by The Met in London in 2002 after 22 years of service.
He was arrested in 2001 over a cannabis factory in his home and three weeks later he was again apprehended by colleagues with three other men suspected of dealing class B substances in nearby Norbury.
He was booted out by police after conviction.
Anglin then apparently hoodwinked regulators to become a financial adviser offering know-how on investments and mortgages.
However, the Financial Services Authority launched a probe in 2008 and banned him from practice.
It concluded in a report: "The FSA is not satisfied you are a fit and proper person.
"You failed to disclose the conviction and dismissal from the Metropolitan Police Force to the Office of Fair Trading (and) the FSA - you were embarrassed by it (and) believed it was not relevant.
"Your failure causes the FSA to have very serious concerns about you."
